Family Background:The Shuters are canadian and have been since the begining of the 20th century. They are decendant of the first Shuter, who was a brilliant Marksman with a bow and thus got that name. but the Moores, his fathers side, were american and were pretty common.
History: Born In canada, though he quickly moved to the states. He learned martial arts as a kid, and used a target bow and arrow for many years, it being in his blood as a shuter. He then joined up with the Air force when he was of age and became a fighter pilot for them, which he held for a year. One night he was flying over Central city when he was caught in a strange storm. His Plane stopped working and he crashed.

He survived however, somehow. He quit the army, which they allowed because of the traumatic stress he had gained from the crash, and took up residence in the city, not wanting to go home and look his own mother in the eye.

How ever he slowly began to learn of his powers, since he put two and two together regarding the weather pattern and his moods. By the time the Flash had taken to the streets, David had full control of his powers. Gaining the idea from the Flash, David decided he too would take up a Vigilante mantel. He Also gained the idea for a mask and hood from the Arrow. So he donned a blue leather hoodie with a yellow lightning bolt on front and blue leather pants, a samurai sword and a bow and arrows and took to the streets as the Blue Lightning. The name he gained from his atire and powers.

More than once he and the Flash have worked together, yet neither have told the other their true identity...yet
