The war for the streets continue in all cities, the vigilantes are working hard on trying to fight those who are harming their city respectably. However they are confronting resistance from the government, who see them as criminals and not heroes and are demanding for anti Vigilante laws. To make matters worse there is a new enemy forming one that has remained secret for years. The League of Assassins have decided with all the chaos that is happening it is time for them to strike and claim what they believe is theirs.

In Star City Mayor Oliver Queen is trying to make vigilantism legal however he is running into resistance from those in his cabinet. His hopes are that the world will see Vigilantes who they truly are heroes, yet no one wants to admit that they are wrong. They are calling for him to step down, he has a few supporters who are helping him remain in power and cover up several strange disappearances of his while he is out being the Arrow.

Central city has their own problems and most seem to be focused around S.T.A.R Labs, the original source of meta humans, many are calling for the lab to be shut down. Unknown to them the lab is also the base to their beloved Flash, and has cells made to be able to contain metas so they can research them, to better understand how they gained their powers.
